Tab order of a page with annotations is not set to “structure”

28-009 (A page containing an annotation has a tabs key with a value other than S.)
explanation
There are annotations in the document, but the tab order differs from the standard "structure" setting. For example, if a document contains several form fields next to each other and one below the other, you can set the next field to which the cursor jumps when the tab key is pressed. You can choose to have the navigation structure arranged by rows (cursor jumps to the next field forward in reading direction), by columns (cursor jumps to the next field down) or by structure (cursor jumps to the field with the next highest tab number).

solution approach
To fix the error, the tab order must be set to structure. If the cursor no longer jumps to the correct next field (when pressing the tab key), the fields in the form field structure tree must be rearranged manually.

1. Search for the tool “Preflight” in the search bar and open it
Activate “Select individual corrections” (wrench symbol) >
Select “Use document structure for tab order” >
Click “Correct”
As soon as you save the document and check it again with the PDF Accessibility Checker, the error message Tab order of a page with annotations is not set to “structure” disappeared.
When saving, make sure to give the document a new name (e.g. Document Title_Rev2) and not oversave the previous version of the document. This way, you can go back to the previous version of the document if something goes wrong.
Tips for Error Prevention
When creating the annotation, make sure that you create it in the correct order. This way, you won't have to rearrange the annotations later.
